Carling Cooling Equipment Replacement – Buildings 10 West and Building 10 East – Public Comments Invited
June 19, 2026 – The authorities must determine whether the proposed Carling Cooling Equipment Replacement – Buildings 10 West and Building 10 East, located at 60 Moodie Drive, Ottawa ON, is likely to cause significant adverse environmental effects.
To help inform this determination, the authorities are inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project
The chillers and cooling towers for Buildings 10 West and 10 East are approaching end of life. This project will replace the chillers and cooling towers located inside the Mechanical Penthouse of these buildings. As part of this project, the existing halocarbon refrigerant in the chillers will be replaced with a more environmentally friendly alternative.
The new construction will utilize the existing interconnecting pipes for a centralization approach for these two buildings.

The project work areas will typically include the penthouse mechanical rooms and rooftops associated with buildings 10 west and 10 east. Mechanical penthouses are comprised of unfinished interior finishes (bare concrete, uninsulated steel structure, unpainted/uninsulated corrugated metal walls and deck, etcetera) along with limited areas of drywall finishes and various insulated piping and mechanical ducts amongst other mechanical equipment such as chillers, boilers, tanks, pumps, etcetera.

Occasional work will occur outside of the building envelope including temporary hoisting/rigging activities in order to remove decommissioned equipment or bring new materials and equipment to the penthouse level. Hoisting and rigging activities will be completed on developed land and will primarily be situated on paved asphalt surfaces with minor intrusion on landscaped areas (as in, grassed surfaces).

This project will not include any alteration to existing parking lots, roadways, utility infrastructure, stormwater ponds, or walkway footprints, nor is work expected to impact natural landscape such as trees, wetlands, wildlife or their mentioned habitats. Minor impacts to softscape features such as potential damage to grass due to activities including temporary hoisting/rigging of equipment immediately outside of a building or damaged grass within equipment staging/laydown areas should be expected with this project and will be subject to reinstatement.
Additionally, the Contractor will be provided with a staging and laydown area at predetermined and approved locations on the campus grounds for the purposes of housing their site trailers, and select pieces of equipment, tools or otherwise temporary storage as needed to execute the project activities.
